Charter Amendments City of Middletown

Issue Information:

A total of ten charter amendments for the City of Middletown

Issue 9 - Amending charter to make all gender references applicable to both genders.

Issue 10 - Amending charter to reduce the required number of meeting of City Council from a minimum of two each month to one each month.

Issue 11 - Amending charter to permit the annual report to be prepared other than in pamphlet form, to be on file at the public library and to be available to any member of the public.

Issue 12 - Amending charter to eliminate the residency requirement for the City Manager.

Issue 13 - Amending charter to eliminate the requirement that all appointments and removals of employees be subject to the advice and consent of City Council.

Issue 14 - Amending charter to continue to require the title of legislation be published between its first and second reading, but eliminate that such publication be in a newspaper of general circulation.

Issue 15 - Amending charter to eliminate reference to specific boards and commissions in the Charter and to permit City Council to create boards and commissions.

Issue 16 - Amending charter to increase the number of words permitted in a recall rebuttal statement, require rebuttal statment be made available to public, eliminate that rebuttal staement be mailed to every registered voter.

Issue 17 - Repeal of Section 4 of charter relating to sinking fund.

Issue 18 - Amending charter to provide for election of 5 members of council (reduced from the present number fo seven members) consisting of a mayor and four members, all of whom would be elected at-large.
