I served as Centerville-Washington Township Fire Chief; this provided an understanding of both Centerville and Washington Township policies, budget and needs. The Fire chief serves, as a department head/staff member for both governments providing for a good understanding of our governments.
If the recession continues, what impact will that have on Washington Township's budget and what proactive measures should the council be making to assure that essential services continue for township residents?

Washington Township has already been impacted as a result of the recession with a major increase in home foreclosures. This could result in an ongoing reduction in property values over a longer period of time. We need to continue to provide the same excellent services and increase our ability to help our citizens. This will require us to look to cost savings of combining services with other local jurisdictions/agencies without giving up our core identity or values.

If the recession continues, what impact will that have on Washington Township’s budget and what proactive measures should the council be making to assure that essential services continue for township residents?

As Chairman of the Zoning Commission, I have experienced first hand the significant slow down in new development caused by the recession. This will have in impact on the growth of property tax revenues, the main source of income for township government. Trustees need to be viligant in balancing expenses with tax revenues. Trustees need to proactively pursue cost savings and expense control to maintain a balanced budget while providing a high quality of services.

Washington Township is by no means recession proof, but since our main revenue source is property taxes, our revenues have stayed somewhat stable. We are still experiencing growth through new home starts. Our 5 year financial plan includes forcasts of expected revenue and expenditures including personnel. So we are able to annually review it and make adjustments to operations if we experience declining revenue so that the essential service can continue.
