If the recession continues, what impact will that have on Kettering’s budget and what proactive measures should the council be making to assure that essential services continue for Kettering residents?

Kettering must live within its means. Tax revenues are 6.5% below projections for 2009 and raising taxes again is not an appropriate remedy. The council must protect key services, cut spending where necessary, and foster a positive business climate to encourage growth and expand our tax base. Kettering is a wonderful place to live, work and play, but we can improve. I’m asking for your vote so I can help make Kettering even better.

If the recession continues, what impact will that have on Kettering's budget and what proactive measures should the council be making to assure that essential services continue for Kettering residents?

The average length of U.S.post-World War II recessions is less than one year. The current recession has already exceeded that, which has impacted Kettering. The City, however, must be prepared for a long-term recessionary scenario. I believe strongly that every essential cost should be reconciled for worst-case revenue scenario. My vision is to establish Kettering as a center for entrepreneurs. This will build a new revenue base for the future.

Raising taxes is NOT the answer. to offset the negative impact of continued job losses and unoccupied commercial real estate, the council should: mandate that departments implement strategies that produce cost efficiency; seek opportunities to collaborate with other cities in areas such as purchasing; assist in marketing commercial sites; and help new and existing businesses to create jobs. The 90 day minimum savings balance in the rainy day fund must be maintained.

As councilperson, I would take a pay cut and would fight for no tax hikes. We must be honest with you, the residents. It's not Kettering I am worried about; it's what trickles down from the State and Federal governments. We must plan for the future and communicate with the residents after assessing our needs and wants. The recession has a significant impact on Kettering's budget. Cuts must be made after thoroughly analyzing our expenditures.

Although the recession has been difficult on Kettering families and businesses, as your current Councilmember I am working hard to ensure Kettering remains the community of choice to live, work, and play. My platform includes retaining businesses and jobs, implementing joint initiatives with key partners, developing innovative cost-savings programs, and ensuring that every dollar spent has a strong return on investment so that Kettering can survive the economic downturn and emerge as a stronger City.

The recession wil impact Kettering budget requiring a review of all programs and staffing levels. During the budgetary review, it will be critical to remain focused on our safety services of police, fire and emergency care. Should the recession continue, it will be necessary to prioritize reductions in purchasing, employment and retention of staff, and the continuance of programs such as leaf mulching, debris drop-off, and parks and cultural arts programs.
