| If the recession continues, what impact will that have on Centerville’s budget and what proactive measures should the council be making to assure that essential services continue for Centerville residents? | ||
Centerville has the same philosophy that I have regarding budgeting. I want to continue the tradition of its conservative spending and pay-as-you-go attitude toward expenditures while maintaining adequate reserves. Centerville is not dependent on large manufacturers, but rather education, retail, medical, retirement communities, technical and service businesses making its tax base less affected by swings in economic conditoins. I wil bring a fresh perspective; enabling me to offer innovative and contemporary solutions when needed.

| If the recession continues, what impact will that have on Centerville's budget and what proactive measures should the council be making to assure that essential services continue for Centerville residents? | ||
Centerville is in excellent financial shape. The recession will not impact essential services because Council and staff have produced budgets that are fiscally responsible. To maintain Centerville's financial standing and excellent services, Council must budget conservatively, recognizing economic cycles, use appropriate economic development tools with the City Development team to develop and bring first class projects to Centerville, and continue to support the long standing policy of no new taxes for our residents and businesses.

| If the recession continues, what impact will that have on Centerville’s budget and what proactive measures should the council be making to assure that essential services continue for Centerville residents? | ||
Council should continue being proactive in a financially conservative manner. The 2009 budget was reduced two percent. We need to develop our diversified economic base to promote stability. We should continue to develop measures to increase efficiency and reduce cost of operations. Tax rates are low and have not increased in 25 years. To fund needed major capital improvements, such as the police and new public works facilities, funds are fully set aside in advance.

| If the recession continues, what impact will that have on Centerville’s budget and what proactive measures should the council be making to assure that essential services continue for Centerville residents? | ||
Centerville, as a result of conservative budgeting and expense management, has seen an increase in year-over-year income tax receipts in 2009. Accordingly, we have been able to continue to operate well within budget and provide an extremely high level of service to our residents and businesses. However, if the need should arise, Council is prepared to manage staffing levels, adjust capital improvement budgets, and delay or eliminate non-essential expenditures accordingly.
