A 29 year resident of Franklin, Doug Greathouse moved here with a dream of starting his business, SPS Construction, and raising his family of three children. He earned BA and MA degrees in Political Science from Wright State University.
If the recession continues, what impact will that have on the City of Franklin’s budget and what proactive measures should the council be making to assure that essential services continue for Franklin residents?

While Franklin remains in relatively good shape fiscally compared to many communities in Ohio, we can’t let down our guard. I’ve outlined my strategies how we should go about this on my website at greathouse4council.com. In summary, the best strategy requires a three way approach. First, we need to be exceptional stewards of the public treasure. Second, we have to ensure we’re doing the best we can with what we have. Finally, we must maximize existing cash flows and generate new revenue streams.

Our residents must conserve in difficult times, and we must do the same - making sure that police, fire, and infrastructure services remain high in quality, while finding ways to hold off non-essential expenses. I will continue to work closely with our constituents to make sure our dollars are spent prudently. We are fortunate to have great people living and working in our community - and this human resource stays strong in any economy.

Currently serving as Mayor, I have lived in Franklin for 26 years. I am married to Joni Centers, Deputy Registrar and have three children. I have a Bachelors Degree in Industrial Management and have served on Council for three terms.
If the recession continues, what impact will that have on the City of Franklin’s budget and what proactive measures should the council be making to assure that essential services continue for Franklin residents?

In anticipation of the recession our present City Council had the forsight to curtail spending in an effort to maintain a balanced budgert and prevent layoffs. We also established a maditory minimum General Fund balance which prohibits our Council or any future councils from spending the city into a deficit. Fiscal responsibility is the key to good government and as a Franklin City Councilman, I will continue to maintain fiscal responsibility.

The city always needs to operate within their budget and the budget should be basd on income. The needs of the citizens of Franklin should be prioritized for short falls of operating income. One of the main things that we need is to create more jobs in the City of Franklin.

If the recession continues, what impact will that have on the City of Franklin’s budget and what proactive measures should the council be making to assure that essential services continue for Franklin residents?

As chairman of Finance, I monitor our city income taxes monthly to assure that we stay within our balanced budget. I was elected by the people to make sure we provide a safe place, parks, good streets, and clean water at a reasonably price. And we do. As you can expect, we have to tighten our belts, but Franklin is still in good shape financially. As long as I am councilman I will always be a watchdog over your hard earned tax dollar.
