If the recession continues, what impact will that have on West Chester's budget and what proactive measures should the trustees be making to assure that essential services continue for West Chester residents?

With property tax delinquencies up by 50% this year, we must anticipate this trend to continue, in the foreseeable future. Therefore, West Chester Township must reduce anticipated tax collections (revenue) by 5% and reduce expenditures by 5% also. This will allow us to preserve our cash reserves and preserve the services we provide to the citizens and businesses. We want to do everything possible to make sure we do not have to raise taxes during these times.

A safe and secure community provides the foundation for higher property values, award winning schools and helps attract and retain businesses. Its imperative that West Chester continues to support essential services like police, fire and EMS. West Chester needs to be proactive, by actively retaining companies and aggressively attract new businesses to help fund our essential services. As an economic development professional I will ensure West Chester remains a place where families grow and businesses prosper.

The property taxes that fund most essential services do not decline during recessions. However, the recession has brought a decline in hotel taxes and state revenue impacting our road funds. Throughout my many years as a trustee, we have regularly increased commercial development, reorganized township practices (improving township efficiency); thus increasing road maintenance and improvement funds, and higher financial reserves. Continued fiscal constraint, will ensure this township continues to provide all essential services.

With our economic diversity and preferred location, West Chester is well situated to withstand a prolonged economic downturn. Our main source of revenue, property tax, is more stable than income or sales taxes. However, communities that thrive following recessions are those that invest in the future. Due to West Chester's proactive recruitment of new growth businesses such as GE, Amylin, IKEA, Dell, etc., a surplus of funds is available to cover any emergencies created by the recession. Our continued growth and fiscal responsibility will see us through this recession and maintain our essential services of police, fire, roads, and infrastructure; while maintaining our quality of live amenities (VOA, senior center, parks) without the need to increase taxes.

Government at all levels must be prepared to do more with less. Therefore, we must: 1. Prioritize and focus on those services vital for a thriving community, such as police, fire and infrastructure, 2. Maintain strict cost controls while avoiding projects that could result in significant financial liabilities for the township, 3. Ensure a healthy climate for intelligent business development that provides a solid tax base, employment opportunites and improved lifestyle choices for our citizens.
